- Inspired by a photograph of the late Mayor Frank L. Rizzo walking in a parade, the over life size bronze sculpture stands at the south steps of the Municipal Services Building Plaza. Frank L. Rizzo served two terms as mayor of Philadelphia beginning in 1972. Gift from the Frank L. Rizzo Monument Committee.
