The artwork is designed to gracefully rotate to indicate a change in wind direction. The tiger symbolizes the nation's first zoo -- the Philadelphia Zoo -- which opened in 1874. The Pennsylvania Academy of the Fine Arts, the nation's first art school and museum founded in 1805, is depicted with artists Thomas Eakins and Mary Cassatt painting at easels. The first volunteer fire company founded in 1736 is represented by a fireman putting out a fire with the help of two men at a water pumper.
